As a big energy-consuming country whose carbon dioxide emission has ranked second in the world, China is now facing the great pressure of reducing 40-45%of its carbon emission before 2020 according to its promise made at Copenhagen Summit. Bio-energy, as the fourth largest energy resource in the world, is the only storable and transportable renewable energy for the world. It plays and will continue to play a critical role in the current and future energy system of human being.

For the past few years, China’s biomass power generation has witnessed great development. State grid and five major power generation groups along with other corporations with social and foreign capital made great amount of investment in the construction and operation for the biomass power generation. By the end of 2007, over 87 biomass power projects have been authorized with the installed power-generating capacity of 220MW. In the 11th 5-year-plan, China plans to construct biomass power- generating capacity over 5500MW and 30,000 in 2020, accounting for 4 present of total power consuming.

Meanwhile, the bio-fuel has been developing rapidly worldwide to cope with the facts of energy shortage and unstable oil market. Attracted by the double concepts of green energy and peasant-supporting policy, a great number of companies entered this bio-fuel industry and the industry got into the phase of rapid development. According to the state report, by the end of 2020, China’s bio-ethanol production will reach 15 billion liter four times of the production in 2002 to meet 9% petrol demand in China. Foreign companies, with the advantages of capital, technology and high level industrialization, are now starting to take favorite position in feedstock base construction and market share in China.
