The capture and geological storage of carbon dioxide (CO2) is widely considered a viable mitigation strategy for the GHG emissions that result from large-scale fossil fuel usage. The Obama Administration is promoting CCS technologies with the establishment of a CCS task force, and $1 billion in DOE funding for three CCS projects designed to accelerate the deployment of CCS on a commercial scale. While these are positive steps in the right direction, the successful commercialization of CCS technologies depends on the government and private sector working together. Stakeholders from the power sector, the oil/gas and oilfield services industry, and other heavy emitters of CO2 need clarity on the legal and regulatory decisions that will influence decisions on how and when to apply CCS.
