The DoD has been at the forefront of developing and installing Electronic Health Record Systems (EHRS), serving over nine million patients, one hundred thirty thousand Medical Health System (MHS) staff, over four hundred medical clinics and more than sixty military hospitals. Health care professionals in all fixed military medical facilities and in many deployed environments have access to EHRS. (By contrast, less than ten percent of US non-military hospitals have even a basic electronic records system.) However, there have been bumps in the road: concerns have been raised about the reliability and ease of use of DoD’s EHRS and whether it is productive and cost-effective. There have also been problems in getting DoD systems to interoperate efficiently with the Department of Veterans Affairs’ EHRS
