Process safety practices and safety management system before been implemented for many years in many countries. After 20 years of development, it is widely believed Process Safety Management (PSM) system to reduce the risk of accidents and improve the efficiency of chemical industry plays an important role. Process Safety in Western countries has formed a relatively complete system, however, China has been unable to fully process safety with international standards, the development process is relatively slow, especially in the face of current development of China's chemical industry, domestic production is weak overall security infrastructure , large-scale chemical plant, the rapid development of new chemical industry and urbanization accelerated, chemical park safety management, inadequate chemical safety professionals and other aspects of the challenge.
