Wind power is currently the fastest developing new energy in the world， and offshore wind power represents the highest level of today’s wind power technology. The past over ten years have witnessed the great expansion on offshore wind industry in the world. The new installed capacity of wind turbines in 2008 and 2009 has exceeded the total amount of past ten years， and much large-scale development has been achieved by European countries led by UK and Denmark. China has ranked the first in the world on the new installed capacity in 2009 and has raised the curtain of offshore wind in 2008 with the basic development conditions in ready. Offshore wind power is regarded as one of the priorities in China’s renewable energy strategy. However， most of the countries in the world including China are still lacking in the experience of farm construction. Besides， the sound system and standards for wind resource assessment and farm construction are required to be established.
